Welcome to New Morrigan.
The enclave is 48 mi² and lies on a large spit attached to West Africa in the Atlantic Ocean. It has a temperate climate - in summer the average temperature is 26°C and in winter a chilly day is 16°C. Pacifica is a hilly cone with beach areas on the coast, although a wicked current makes fishing off the western coast very precarious. Centrally there is a steep mountain this is forested and fed by an energetic stream which originates near the summit.
You may have noticed the big gates. Before the apocalypse, the area was a holiday town for the idle rich. There were gardeners, fishers, cleaners, and teachers, a small minority that lived in the area year-round. Most of the others had fled to their bunkers elsewhere at the first sign of trouble. After the end, only a few of the idle rich were left. They tried to retain the land and work it. However they were soft and unused hard labour. The first few years all the crops died. Nuclear winter had blocked out the sun and even the skills of the gardeners could not save them. After using up all the supplies, the inhabitants began to die off. They were too afraid to leave. The few remaining children turned feral, vicious, causing great fear among the inhabitants left. These children, though, were inherently curious and uninhibited, so had a greater understanding of the place they lived. They were able to survive on oysters and fish.
The land became used as a way station by travellers passing through. Many years – decades – later a small community evolved. They were able to guard the one way in and out, send groups out to scavenge, and repair most of the damage. This was a mixed skill set, and as time passed, the land once again gave harvest, the water became clear, and the inhabitants grew complacent.
One night the women rose up and killed all the adult males. Their bodies were thrown in the ocean. Young boys were allowed to live, but were consequently raised in a strict matriarchy, subservient to women, and used for manual labour or procreation. After that, nobody was allowed to leave, as the matriarch would not allow news of the slaughter to travel. As far as any passing group knew, this was a normal community. The new normal.
